Trần Quốc Hoàn
Trần Quốc Hoàn (23 January 1916 – 5 September 1986) was the first and longest-serving Minister of Public Security of North Vietnam. He served in that role from 1952 through unification to 1981. He laid the foundation for structure of Vietnam's security services. He was a member of the Politburo from 1972 until 1980. Provided by Wikipedia
